Is he really too busy for me or is he indirectly telling me he isn't interested anymore?

I think the message is too long, while it is well spoken, it will come across to a man as needy and whiny. If you want to know how he is feeling, stop all communication. If he starts missing you, you will hear from him. If you don't, he is relieved that you stopped bothering him, he wasn't ready for the commitment, or his job really is too busy and you don't want to come in second to a job forever anyway. You are better off to let him make the next move, it makes you appear strong and able to stand on your own two feet. If you continue to make the first contact he will think you are there whenever he is ready to see you again and you have just become a doormat.... :(
