Why isn't Norm (Stormin Norman) Cash in the hall of fame?

Norm was a heck of a ballplayer and could slug with the best of them during his career with the Tigers but his numbers are simply not Hall of Fame calibre. There are several players with similar numbers to Cash one being Frank Howard and another Rocky Colavito that are also not Hall worthy. Oustanding power hitters with fairly low batting averages.
