How do i get a social security card if i was born in canada?

My husband was born in canada. See he was supposed to be born in MI but his mother went over to canada to play bingo and gave birth to him there. We have searched and search to find away for him to get a social security card but cant seem to figure it out. any suggestion will help us alot
