UK: Do you think handing fines to parents of unruly kids is helpful?

As the question says, the government thinks its a good idea to fine parents �1000 if kids misbehave in schools, in my opinion this would just wedge an even bigger gap between parents and children and cause a lot more problems at home for them instead of getting to the cause of problems. Why do the government always seem to do the thing that causes the most harm socially? Kicking kids out of school, sending parents to jail for truanting? Can parents even be blamed anymore considering how powerless some seem to have become over their children?
